Cities in the sky? A more reasonable explanation is  Fata Morgana which is a mirage caused by layers of warm and cool air acting as an optical lens refracting and distorting distant objects.

Or… maybe it part of a project called Project Blue Beam that would implement a New Age religion with the Antichrist at its head. Does that sound more reasonable than a temperature inversion?
